What is a tax page?
An open document spreadsheet containing meta data for taxes within a jurisdiction. The meta data includes the name of the tax, a 'shortname' or label, the tax rate, and some flags describing the normal behaviour of the tax.
In the case of payroll taxes (not yet in the system) the rates will normally take the form of a table that contains some simple formulas as well as rates.
What do they do?
Tax pages augment or supercede (at your discretion) any tax definitions that you create manually within the system. The system checks the tax page server for updates approximately once every 24 hours. If it finds one that supercedes the one you already have, it downloads and installs it.
Where are tax pages stored?
On the tax page server at http://tps.obolsoftware.com
What happens when a tax changes?
For jurisdictions with tax pages maintained by Obol Software, a new tax page will be published whenever a 'significant change' to tax laws occurs in that jurisdiction. A 'significant change' is any change that affects the accounting system in some way (eg. a tax rate changes or a new tax is created). For jurisdictions with tax pages maintained by the open source community, the same thing should happen, but the timeliness and correctness of the new tax pages will be dependent on their maintainers.
What if my jurisdiction doesn't have a tax page?
Please consider creating and maintaining one. Otherwise you'll have to define all your taxes manually, and update them when changes occur (a similar amount of work). If you create and maintain one, on the other hand, not only will you get the kudos of contributing, but you'll get the benefits of improvements that others could make to your work.
